Massachusetts Racial Imbalance Law is adopted.

Officially Chapter 641 [ch. 71-USDistrict Court], it is passed by the Massachusetts legislature is and signed by Gov. John Volpe. Filed originally by Rep. Royal Bolling Sr. (D-Roxbury) in 1963, the law allows the state to withhold education aid to school districts where “the percent of non-white students in any public school is in excess of 50% of the total number of students” if those districts fail to develop acceptable desegregation plans, and so initially applies only to three school districts in the state – Boston, Cambridge and Springfield. Attempts to repeal the law begin immediately, gain momentum in 1971,* and the law substantially amended in 1975.*
